Smart Expands Digital Fraud Protection With GSMA-Certified SIM and Device Swap APIs

Drew MalihanAugust 30, 20264 mins

Smart Communications is expanding its enterprise security offerings with GSMA-certified SIM Swap and Device Swap APIs, giving Philippine businesses additional network-level signals they can use to detect potential account takeovers and suspicious transactions.

The APIs are part of SmartSafe NetIdentity, the latest solution under the SmartSafe suite of PLDT Enterprise. The certification builds on Smart’s previous GSMA certifications for its Number Verification API with Silent Authentication and RoamStatus API, expanding the telco’s portfolio of standardized tools for digital identity and fraud management.

SmartSafe NetIdentity looks beyond OTP authentication

One-time passwords (OTPs) remain a common layer of digital authentication, but businesses increasingly need additional signals to determine whether a login or transaction is legitimate.

SmartSafe NetIdentity addresses this by checking changes associated with the mobile number being used. Its SIM Swap API can identify recent SIM replacement activity, while the Device Swap API can determine whether a SIM has recently been moved to a different physical device.

These signals can help businesses identify situations that may warrant additional verification before allowing a potentially sensitive action to proceed.

For example, a recently swapped SIM or a sudden change in the device associated with a customer’s mobile number could be treated as a risk indicator during account logins, payments, or other high-value transactions.

Network signals can add another layer of fraud detection

The APIs do not replace a company’s existing authentication systems. Instead, they provide additional information that businesses can incorporate into their existing fraud-management and identity-verification processes.

This can be particularly useful when a transaction involves sensitive accounts or valuable customer information.

Businesses can use these signals to flag potentially suspicious logins or transactions, identify recent SIM swap activity, detect changes in the physical device associated with a SIM, trigger additional authentication or manual review, and add network-based intelligence to existing fraud detection systems.

This approach allows businesses to assess risk without necessarily adding another authentication step to every customer interaction.

Banks, e-commerce and gaming can benefit

The additional identity signals can be relevant across industries where account security directly affects both customers and businesses.

Banks and fintech platforms, for instance, can use SIM and device-change information as part of their assessment of potentially risky account access or financial transactions.

E-commerce platforms can incorporate the signals into fraud-management workflows, while gaming and digital entertainment services can use them to help identify suspicious account activity and potential account takeovers.

For customers, the intended benefit is largely behind the scenes: businesses can potentially apply additional scrutiny to higher-risk activity without requiring every user to go through more complicated authentication procedures.

Smart builds on its GSMA Open Gateway certifications

The latest certification expands Smart’s participation in the GSMA Open Gateway ecosystem, which aims to make telecommunications network capabilities available to businesses through standardized APIs.

Smart was previously certified for Number Verification with Silent Authentication and RoamStatus, giving enterprises additional ways to verify mobile numbers and use network information in digital services.

With the SIM Swap and Device Swap certifications, Smart is adding more network-level signals focused specifically on identity and fraud risks.

For enterprises, the broader significance is the ability to integrate these capabilities into existing digital platforms rather than treating telecommunications data as a separate security layer.

Digital security is becoming part of the customer experience

As businesses move more services online, fraud prevention increasingly has to balance security with convenience. Adding too many authentication steps can create friction, while relying on a single method can leave businesses with limited information when suspicious activity occurs.

SmartSafe NetIdentity takes a risk-based approach by giving businesses additional signals they can use to determine when stronger verification may be necessary.

The latest GSMA certifications therefore represent more than another API addition to Smart’s enterprise portfolio. They reflect the growing role of network-based identity verification in digital security, particularly as businesses look for ways to protect customers without making routine digital transactions more cumbersome.

SmartSafe NetIdentity is available under PLDT Enterprise’s broader SmartSafe suite, which was introduced in 2025 to provide network-powered fraud-management capabilities to Philippine enterprises.

With SIM Swap and Device Swap APIs now GSMA-certified, Smart is positioning network intelligence as another tool businesses can use alongside traditional authentication methods to detect suspicious activity and strengthen digital trust.
