Civic Alliance Targets 2027 National Budget data Access

Creators Against Corruption (CAC) and BetterGov.ph announced in Manila on October 30, 2026, that they have formed the Nerds & Voices Alliance, a coalition intended to make 2027 National Budget data easier for ordinary Filipino citizens to examine. The release says the partners will combine open-source data analytics with a network of digital creators to visualize and distribute findings from what it calls the newly released 2027 National Budget (NEP/GAA).

The announcement addresses an access problem described by the groups: public financial reports, line-item allocations and procurement databases can be difficult to navigate because of PDF tables, budget-hearing terminology and database interfaces. CAC and BetterGov.ph say the partnership will turn budget material into short-form videos, interactive data visualizations, infographics and investigative exposés for TikTok, YouTube, Facebook and Instagram.

How the alliance plans to work

Under the partnership, BetterGov.ph’s volunteer software engineers and data scientists will continuously ingest, cross-reference and flag anomalies across 2027 line-item budget proposals, historical procurement databases and agency-level realignments, according to the release. The resulting findings are intended to flow to CAC’s network of creators, lifestyle influencers, tech reviewers and citizen watchdogs for public-facing explainers.

The groups listed three initiatives. The 2027 Budget Radar is described as a shared pipeline that flags suspicious reallocations, repetitive flood control or unprogrammed appropriations, and contractor tracks for creator breakdowns. Creator Data Kits will provide plain-language data sheets, charts and interactive calculators to verified creators. BetterGov.ph also plans Open Civic Dashboards through which citizens can search local congressional-district or municipal allocations under the 2027 budget.

CAC founder Carlo Ople said the collaboration would take 2027 National Budget data line by line and relate it to “the everyday reality of commuters, taxpayers, and small business owners.” He characterized the partnership as one joining developers who understand SQL with creators who understand audience reach.

Jason Torres, founder of BetterGov.ph, said the project emerged from engineers’ frustration with public-fund information obscured by interfaces, broken links and bureaucratic friction. He said BetterGov.ph built tools to parse data, scrape procurement records and map where public funds lead. In the release, Torres said the CAC partnership is intended to move those data pipelines beyond GitHub or a technical dashboard and onto mobile screens where citizens can inspect the figures and raise questions.

Civic-tech and creator roles

CAC describes itself as a non-partisan advocacy movement that mobilizes Filipino storytellers, freelancers, tech advocates and creative-industry workers around open digital governance, fiscal transparency and creator rights. BetterGov.ph describes itself as an open-source civic technology movement built by Filipino developers and technologists, creating digital portals, transparency tools and public-data scrapers to make government records accessible to citizens.

The coalition said it has already been working together and will continue rolling out data drops, live breakdowns and video explainers over the next few weeks. Its stated goal is to connect technical analysis with mainstream distribution, giving the public more ways to encounter and interpret 2027 National Budget data through dashboards and creator-led material.
