Transforming Public Service with Electric Mobility
Valenzuela City, Philippines — The future of sustainable public service has arrived in Valenzuela. In a groundbreaking initiative, BYD Cars Philippines and ACMobility have officially deployed 41 BYD Dolphin electric vehicles (EVs) to support the city’s police and administrative operations. With this move, Valenzuela becomes the first local government unit (LGU) in the Philippines to operate the country’s largest EV police fleet, setting a new benchmark for cleaner, smarter governance.

To ensure seamless EV integration, ACMobility’s subsidiary, Greenstrum, has installed 15 AC chargers across 12 locations in Valenzuela. These strategically placed charging stations will keep the Dolphin EV patrol fleet powered as officers navigate the city’s streets. The result? Reliable, emission-free transportation for law enforcement and emergency services, further reinforcing the LGU’s commitment to modernization.
“These EVs will now serve and protect the people—not just as tools of law enforcement, but as symbols of a cleaner, smarter, and more responsible future,” said Bob Palanca, Managing Director of BYD Cars Philippines.

Expanding EV Charging Infrastructure for the Public
ACMobility’s commitment to EV infrastructure doesn’t stop at government fleets. The company is set to install public EV charging points in key locations throughout Valenzuela, making sustainable mobility more accessible to private EV owners.
The first public 60 kW DC fast charger has already been activated at Valenzuela’s Alert Station. Additional charging stations will soon be installed along major thoroughfares, including NLEX, MacArthur Highway, and Mindanao Avenue.
These charging points will be visible and accessible through the Evro app, ensuring users can easily find locations, check availability, and charge their EVs without hassle. ACMobility’s long-term vision is to create a nationwide EV network, giving more Filipinos the confidence to transition to electric vehicles.
“We are laying the foundation for an extensive public charging system to make EV adoption effortless, convenient, and accessible to all Valenzuelanos,” said Valenzuela City Mayor Wes Gatchalian.

A Fleet Built for the Future
Of the 41 BYD Dolphin EVs, 35 units will be dedicated to law enforcement, ensuring officers can patrol efficiently while reducing the city’s carbon footprint. Five units will be assigned to city government offices, while one unit will serve as a first responder vehicle for emergency situations.

- 95 PS electric motor delivering smooth acceleration and whisper-quiet operation.
- 44.9 kWh BYD Blade Battery with a 405-kilometer range per charge.
- Fast-charging capability: From 10% to 80% in 30 minutes for uninterrupted service.
- Upfitted police units with lights, sirens, and integrated communication systems for effective patrols.
By switching to EV-powered patrol cars, Valenzuela aims to significantly cut its fuel consumption while reducing air pollution, making city streets safer and more environmentally friendly.
